From imagination.
Centuries ago, when hunters first captured birds of paradise and brought them back to Europe, they wanted to display the gorgeous plumage to the best advantage, and therefore they removed the legs. Hence, the legend arose that these beautiful birds had no need of legs because they lived in the sky, drinking the dew of heaven, and when they died they fell to earth.
